What is a COE?

A Certificate of Entitlement (COE) is a permit that gives you the right to own and use a vehicle on Singapore's roads for 10 years. Introduced in 1990 as part of Singapore's vehicle population control system, COE is obtained through an open bidding exercise held twice a month by the Land Transport Authority (LTA).

The COE cost is typically included in the OTR (On-The-Road) price quoted by dealers and forms a significant portion of a car's total cost — often $80,000–$130,000 for passenger cars.

How the COE Bidding Process Works

Dealer submits bid

Your authorised dealer places a COE bid on your behalf through LTA's bidding system during the exercise window.

Bidding window opens

Each exercise runs for 3 days (typically Monday–Wednesday), held twice a month.

Quota Premium (QP) set

The QP is the lowest successful bid. Every successful bidder pays the QP, not their individual bid.

COE granted

If your bid ≥ QP, the COE is granted. Your dealer registers the vehicle and the 10-year clock starts.

Bidding exercises are held twice a month — usually on the 1st and 3rd Monday, running for 3 days. Your dealer handles the bidding on your behalf.

COE Renewal at 10 Years

When your COE expires, you can deregister the vehicle (and receive a PARF/COE rebate) or renew the COE by paying the Prevailing Quota Premium (PQP).

5-Year Renewal

Frequently Asked Questions

How long is a COE valid?

A COE is valid for 10 years from registration. After 10 years, you can renew for 5 or 10 years by paying the Prevailing Quota Premium (PQP) at the time of renewal.

Do EVs qualify for any COE rebates?

EVs don't get COE rebates directly, but benefit from the VES (Vehicle Emissions Scheme) rebate — up to $25,000 off the ARF for Band A1 vehicles, effectively reducing the total OTR price.

What category does my EV fall under?

Category A covers car ≤ 1600cc & 130bhp, or 110kw. Category B covers car > 1600cc & 130bhp, or 110kw. Most passenger EVs in Singapore are Cat B. Confirm with your dealer.

Can I transfer a COE to another car?

No — a COE is tied to a specific vehicle and cannot be transferred. When a vehicle is deregistered, any remaining COE value may be returned as a PARF/COE rebate.

What is the PQP used for renewals?

The Prevailing Quota Premium (PQP) is the 3-month moving average of the QP for the relevant category. It is used when renewing a COE instead of going through a fresh bid.

Is COE included in the advertised car price?

Almost always — car prices in Singapore are quoted 'OTR' (On-The-Road), which includes COE, ARF, registration fee, and first-year road tax. Always confirm with your dealer.
